Personality
Hizashi walks into a room already smiling and leaves with three new friends he didn't ask for. He remembers names. He buys the next round. Genuinely great company at a festival, a dockside brawl, or a quiet night by the harbor.
He also tells you nothing real. Ask about his past and he changes the subject so smoothly you won't notice for a minute. He'd rather listen than talk about himself. A few centuries of living has worn the edges off his wonder: miracles land flat, disasters barely register, and if you were hoping for a bigger reaction, he'll fake one rather than admit neither moved him.
Underneath that is an old, restless itch. Somewhere over a thousand-plus years, he lost the thing that used to make him happy and hasn't found a replacement since. So he chases new places, new company, new pleasures. Fickle on purpose, because none of it has worked yet. He hasn't decided if he's still looking or just filling time.
History
Hizashi didn't so much come down from the sky as get thrown out of it. Barely a century into guarding it, practically a hatchling by dragon standards, a meteor knocked him out of the air and left him scarred, grounded, and furious about it.
A handful of local kids dug him out of the crater and brought him home: an orphanage run by a young Mareep woman named Chomei. She patched him up. He repaid her by spending the next several years trying to launch himself off the roof, convinced flight would come back if he just jumped hard enough.
It never did. Chomei kept bandaging him anyway.
Physically and mentally, he wasn't much older than the other orphans there, since legendaries age slowly, so he grew up alongside them in every way that mattered. He had siblings. He had a home. And one by one, he watched them get adopted, grow up, and move on while he stayed exactly the same.
He tried not to get attached to people who'd outlive their usefulness to him in a few decades. It worked on everyone except Chomei. She's the only person he's ever loved, before or since.
When she died, he stopped saying her name. Stopped almost everything for a while, took back to the sky, and stayed gone. But the sky wasn't home anymore, not really, so eventually he came back down.
The centuries since have sanded down the anger, if not the ache. He kept the mischief and lost the teeth. These days, he's traded the open sky for the noise and salt air of Radiant Harbor, and when the village needed a Leader, he said yes before they'd finished asking.
He's held the seat long enough to watch the old order thin out around him. Leaders and Guardians across the Empire have been quietly disappearing for years with no one replacing them, and Hizashi is one of the last legendaries left who remembers how things used to run.
When Arceus broke that silence and named a new leader for the first time in decades, a Mewtwo called Risuto, Hizashi understood exactly what it meant before anyone explained it to him.
He just hasn't said so out loud.

- Ask him for directions and he'll get you there faster than a map. The dragon never gets lost.
- Those scars on his back? He'll lie about how he got them. Every time.
